Positive Behaviour Support Services

Positive Behaviour Support Services

Positive Behaviour Support is a person centred, evidence-based framework that reduces behaviours of concern and improves quality of life. It focuses on understanding why behaviours occur, changing environments and routines, teaching alternative skills, and supporting consistent, compassionate responses from carers and services. PBS replaces reactive and punitive approaches with proactive planning, skill building, and ongoing monitoring.

Why PBS Was Created

PBS was created to offer a humane alternative to restrictive and punitive practices historically used to manage behaviours. It responds to the need for supports that protect safety while promoting dignity, independence, and inclusion. PBS was designed so interventions address underlying needs rather than only suppress surface behaviours.

Aims of PBS

  • Improve quality of life through meaningful participation and wellbeing.
  • Reduce behaviours of concern by identifying their function and changing triggers.
  • Teach replacement skills such as communication, emotional regulation, and social problem solving.
  • Create safer environments by adjusting routines, settings, and supports.
  • Minimise restrictive practices and use them only as a last resort with careful oversight.

NDIS Access and Practicalities

PBS is an eligible funded support under the NDIS when behaviour support is required to reduce behaviours of concern and improve outcomes. The typical NDIS pathway includes assessment, development of a Behaviour Support Plan, implementation through funded capacity building and allied health supports, and regular review. Participants should discuss PBS goals with their NDIS planner or Local Area Coordinator and include behaviour support in their plan budgets when appropriate. Providers must meet NDIS Quality and Safeguards requirements to deliver specialist behaviour support.
